Mayor Maciol called the meeting to order at 7 PM following by the pledge to the flag and roll call. Meeting was held in the Court due to Primary Day.
Present: Mayor Maciol. Trustee Baryla-White, Trustee Bialek, Trustee Jarosz and Trustee Semeniak
John J. Jadlowski – 16 Parkside Court, is concerned with the swamp in the back of the vacant lot next to him at 14 Parkside Court. He inquired about it approximately five years ago and it has not been taken care of yet. Trustee Jarosz is aware of the problem and has tried to take care if it. Village Engineer Al Swierczek has looked at it but isn’t sure of the village pipes and easements in the backyards of Parkside and Porter. He will look into it further to see if it’s our responsibility or the homeowners.
Trustee Semeniak made a motion seconded by Trustee White to accept Abstract #4; General vouchers A185-A254 in the amount of $$85,796.67, Library vouchers L037-L043 in the amount of $4,064.15 for a total of $89,860.82.
Trustee Semeniak made a motion seconded by Trustee White to accept the Treasurer’s report for August as presented. Check numbers for August: payroll 5361-5472, general 10116-10199.
Trustee White made a motion seconded by Trustee Jarosz to accept the minutes of the August board meeting as presented.

Recreation – Trustee White thanked everyone for the flowers and cards while she was ill. The park program is over for this year. Concerts on completed and all went well. Working on Holiday on Main Street already. Mayor commended the parks program for a good summer with lots of fun.
Trustee Semeniak made a motion seconded by Trustee Bialek to accept the Parks report, which is on file in the Clerks office.
Police – Chief Frankland gave his report. Car 527, the 2000 Ford Crown Victoria will be going out of service. Trustee Jarosz made a motion seconded by Trustee Bialek to sell the 2000 vehicle with a legal notice for sealed bids to be back here by 3 PM on October 10th to be opened at 7 PM that night. A workshop was set for September 27th at 7 PM to discuss Police matters.
Trustee White made a motion seconded by Trustee Semeniak to accept the Police report, which is on file in the Clerks office.
Highway – Trustee Jarosz gave the report in Joe’s absence. The John Deere Loader is still not working correctly. They did come to look at it but it’s still not fixed. Mayor thanked the Highway for sweeping and cleaning up for the 9-11 Ceremony. Mr. Miller’s letter is on file.
Trustee White made a motion seconded by Trustee Bialek to accept the Highway report, which is on file in the Clerks office.
Fire Department – Trustee Bialek reported the new Heavy Rescue and Pump truck is here. Trustee Bialek would like to the board to inspect any future vehicles before any payments are made.
Will attend a Town of Whitestown fire contract meeting on September 21st. The Town of New Hartford is just starting to work on their budget.
Code Enforcement – Dave gave a report (no written report), the #2 Mill project is progressing. The Garden Street building is down. Charlie’s has presented plans to Dave to rebuild. Trustee Jarosz will address the retaining wall on Elm Street per Dave to see if it is being built on village property.
Trustee White made a motion seconded by Trustee Jarosz to accept the Codes verbal report.
Engineer – Al addressed the following items:
Attorney – Bill stated the dedication paperwork should be complete for Country Club Drive. He is also working on the #2 Mill deed transfer.
Lawn Signs – A memo went out to the Police and Highway Departments asking them to stop removing signs on village property. We are looking into local laws for property signs on the right-of-way.
DPW Shared Services Agreement – Trustee Bialek made a motion seconded by Trustee White to give the Mayor permission to sign the Shared Services and Equipment Agreement with the County.
H.A.V.A. Election Change – due to the new rules and regulations the election law will no longer allow the present lever voting machines to be used. Counties will now take over all elections and election personnel. Trustee Semeniak made a motion seconded by Trustee Bialek to have the County handle our elections.
P.T.S.O. Banner – Trustee Bialek made a motion seconded by Trustee Whtie to give the PTSO permission to have National Grid hang two banners on Main Street from 11/1 to 12/4 for the Annual Holiday Craft Fair.
Diabetes Request – Trustee White made a motion seconded by Trustee Jarosz to allow the American Diabetes Assoc to hold a walk on Saturday September 30th at 9 AM. They will be using Young Ave, Prospect Street to Burrstone Road and back to the business park.
Empire State Development – our grant writer is working on a grant for funds to finish the Community Center in the #2 Mill, which will be Phase I of the grant. Phase 2 of the grant will be written to finish the back parking lot. The grant is due in Albany September 15th; Brain Thomas will meet this deadline. Trustee Semeniak made a motion seconded by Trustee White to allow the application to be filed in Albany on or by September 15th, and to hold a public hearing on the grant on September 27th at 7:30 PM.
Cell Phone Quotes – Clerks received three quotes for cell phone service.
Trustee Semeniak made a motion seconded by Trustee Jarosz to move to Verizon, he would also like to see a cell phone policy adopted.
West Drive Issue – Mayor will get the survey data out for review for next month.
NYRI Update – all correspondence is in the Mayors office for anyone to review.
Veterans Parade – Saturday in November 11th at 2 PM in Whitestown along with ground breaking for the new VFW Post.
Public Hearing – Town of New Hartford – September 18th at 7 PM to discuss a parking variance to a restaurant to be put in by the new Eckerd’s.
NYCOM Highway School – will be in Syracuse October 23-26.
Trustee Baryla-White - Nice & Easy is selling small bags for the price of large. Mayor will notify them.
Trustee Bialek –concerned that the railroad is not directing traffic at the Clinton Street tracks.
Trustee Jarosz – Garage Sale signs on village poles – looking into changing the local law. Need to look into the rental of the parks for parties – garbage is being left behind for the Highway to clean up. Looking into the dumping of private garbage at Pulaski Park.
Trustee Semeniak – would like to commend the Mayor on his job as Master-of –Ceremonies for the 9-11 Program.
With no further business Trustee White made a motion seconded by Trustee Jarosz to adjourn the meeting.
Mayor Maciol adjourned the meeting at 9 PM.
