July 11, 2006: Regular Board Meeting

Body:

Mayor called the meeting to order at 7:06 PM followed by the pledge to the flag and roll call.

Present:  Mayor Maciol, Trustee Baryla-White, Trustee Jarosz, and Trustee Semeniak

Absent:  Trustee Bialek (family emergency)


OPEN FORUM

John Comenale - 8 County Club Drive stated that he has repaired the binder in question on Country Club Drive.  Al Swierczek and Joe Cotrupe feel the repairs are acceptable.  John will put monuments in when he can.  He will also be working on the bottom storm sewers before the dedication.


Todd Masca - 19 Royal Brook Lane, he thought his fence issue was settled.  Village Attorney Borrill stated that it is not the case; his attorney never proceeded with the case.  Bill will research.


Mrs. Collins - 38 Royal Brook Lane, is concerned with the cars speeding on Royal Brook Lane, Police Dept will monitor the area.


REGULAR BUSINESS

Trustee Semeniak made a motion seconded by Trustee White to accept Abstract #2 General Vouchers A048-A112 in the amount of $44,416.63 and Library Vouchers L009-L023 in the amount of $2,759.23 for a total of $47,175.86.


Trustee Semeniak made a motion seconded by Trustee White to accept the Treasurer's report for May as presented.  Trustee Semeniak stated that the fund balance use for the last three years has been consistent.  The fund balance is dwindling, but the use of the fund balance has enhanced the village.

Check numbers for June: payroll 5197-5273, general 9974-10032


Trustee White made a motion seconded by Trustee Jarosz to accept the minutes of the June 13th meeting as presented.


DEPARTMENTS

Recreation - Trustee White gave the report which is on file in the Clerk's office.  All set for the Bell Festival. Summer park program is doing well.

Trustee Semeniak made a motion seconded by Trustee Jarosz to accept the Recreation report.


Police - Chief gave his report which is on file in the Clerk's office.  Received a letter from Mr. Dave Langone - NYM School is looking for a school resource officer for 2006/2007 school year.  Chief will set up a meeting for himself, the Mayor and Mr. Langone.

Mary Satterlee would like to commend the Police Department for their traffic stop on New Hartford Street.  The person was apprehended and the police acted very professionally.  Everyone is very thankful.

Trustee White made a motion seconded by Trustee Jarosz to accept the Police report.


Highway - Joe gave his report - Clerk did not receive one for the file.  Trustee Jarosz made a motion seconded by Trustee White to hire Joe Critelli to fill in the hours Justin Hamblin is at school, Joe's application has already been approved by the county.

Discussion on highway uniforms, board is ok with jeans or dickies instead of uniforms, will meet to finalize.

Trustee Semeniak made a motion seconded by Trustee White to accept the highway report.


Fire Department - Chief Glenn had a meeting with Seagraves and the new truck should be ready the first week in August.  Trustee Semeniak will start working on the bonding.  Chief would like to thank Joe and the Highway Dept for work at the fire house, court, and the cleaning out of the drain by the back door.

Trustee White made a motion seconded by Trustee Jarosz to allow Fire Chief and a fireman to attend the 2006 Fire Expo convention in Baltimore July 28th -29th and also to use the suburban.

Trustee White made a motion seconded by Trustee Jarosz to accept the Fire Dept report.


Code Enforcement - Dave gave his report which is on file in the Clerk's office.  Dave will look into 41 Parkside Court for cars and garbage.  Mr. Roy's building on Garden Street should be cleaned up shortly.  The Mill project is going well.

Trustee White made a motion seconded by Trustee Jarosz to accept the Codes report.


Engineer - Mayor gave report in Al's absence, report on file in Clerk's office.  The Sauquoit Creek Project's approximate cost is $200,000 and our portion would be approximately $13,000 to clean the debris in the creek by the Little League field.  Trustee White made a motion seconded by Trustee Jarosz for approval to expend up to $13,000 with $6,500 to be reimbursed by the DEC on completion and approval of the final project.


Attorney - after discussion on the Country Club binder, Trustee Jarosz made a motion seconded by Trustee White to rescind the motion of the June 13th meeting regarding building permits not being able to be issued.  The road is now acceptable by Al and Joe.


NEW BUSINESS

Sauquoit Creek Commission Alternate - Trustee Semeniak made a motion seconded by Trustee White to replace Al Swierczek who is now working for the Sauquoit Creek Basin with Ken Jarosz as an alternate.


Water Pollution Permit Update - meeting with DEC on July 13th at 7pm at the Whitestown Community Center.


Phone Service Quotes - Trustee Semeniak would like to review quotes more closely, will table for August meeting.


Council of Villages - Wednesday July 12th at 7:30 pm Oriskany Municipal Building.


New York Mills Chapter of Powerline Issue - Trustee White made a motion seconded by Trustee Semeniak to appoint Jackie Wolanin to be in charge of the Citizens Group.


Parade - Bell Festival Parade will be 2 PM Sunday July 16th, Citizen of the Year Award will be at 6 PM Saturday July 15th.


OLD BUSINESS

NYRI Update - all correspondence will be in the Mayors office if the public would like to review it.


Police Position - was discussed at workshop and tabled.


TRUSTEE BUSINESS

Trustee Baryla-White - nothing

Trustee Jarosz - had a question on a tow bill, all set now.

Trustee Semeniak - nothing


With no further business, Trustee Semeniak made a motion seconded by Trustee White to adjourn the meeting.


Mayor Maciol adjourned the meeting at 8:56 PM.
