January 23, 2007: Workshop

Mayor Maciol called the workshop/board meeting to order at 8:07 PM..

 

Present:  Mayor Maciol, Trustee Baryla-White, Trustee Bialek, Trustee Jarosz and Trustee Semeniak

 

Mayor Maciol thanked the board for coming tonight to discuss some issues.

 

Highway

Trustee Jarosz made a motion seconded by Trustee Semeniak to pay the bill from 5 Star Equipment for repairs to the loader.

 

Trustee Jarosz reported that there is a communication problem between the police and highway departments regarding when to call out the sanders or plows.  This led into much discussion between the board and Highway Supt. Cotrupe.  In summary, the board agreed to the following:

  • The Mayor will speak to the police to better the communication.
  • The Highway Supt. will be entitled to overtime when he is out working with the crew and when he has to come out to specifically check conditions in the Village to see if crew or individual response is needed.  He also has to come out sometimes for emergency UFPO markings - he would also be entitled to overtime for this.
  • Trustee Jarosz also inquired as to why the crew comes out two hours early on Tuesday garbage days that come after a Monday holiday.  He wants to know if this is necessary.  Trustee Bialek stated he thinks the two hours overtime should be at the end of the day so that people's time of putting out garbage won't be affected.  Supt. Cotrupe gave his input on this also.  Mayor Maciol and Trustee Semeniak felt the board was micro-managing some issues.  After discussion, the Highway Dept. will continue to do as they have done in the past as it is safer and works best.  It also allows for time should the trucks get held up at the transfer station or if there is a breakdown.

 

Police

Board met again with Chief Frankland regarding the overtime issue and now a full time vacancy with the departure of Mark Sojda.

 

Mayor Maciol spoke on several points regarding the police department and presented a schedule that he and the chief feel provides the best coverage for the village and the safest for the officers:

Trustee Semeniak also agrees with this schedule.  Trustee Jarosz, after discussion and questions agreed with the schedule.  In order to make this schedule work, Mayor Maciol feels strongly that the vacant position has to be filled and additional personnel, preferably

another full timer, needs to be added.  Mayor Maciol feels our police presence in the school is very much needed and justified.  Our police are also dealing with types of calls we never had to deal with before.  Having adequate back-up for an officer must be a priority.

 

Trustee Semeniak agrees with filling the vacant position. He wants to then possibly look at part timers for additional personnel.  He feels Officer Toomey spends too much time in the school.  Until the personnel matter is adjusted, Chief will back off Officer Toomey's time in the school.

 

Trustee Jarosz wants to look at adding part timers instead of full timers.  If the part time proposal won't work, then he may favor a full timer.  He also feels the school should assist in paying for Officer Toomey's time in the school.

 

Trustee White wants to also first look at the part timers instead of a full timer.  Also feels the school should contribute to Officer Toomey's time in the school.  She's also not sure the school wants him there.

 

Trustee Bialek doesn't agree with the schedule the Mayor presented.  He thinks shifts should be altered to lesson coverage on certain shifts and overtime.

 

In summary and after much discussion Mayor Maciol will advertise for part time officers that are certified and available to our needs to see what's out there and report back to the board.

 

OTHER BUSINES

Trustee Semeniak made a motion seconded by Trustee White to hold Grievance Day on February 20, 2007 from 6-9 pm.   Clerk will make proper legal notices.

 

Mayor Maciol stated the following employees were honored for their years of service at the recent Council of Villages Banquet:

 Chief Bradley Frankland                      25 years

            Patricia Urban                                      25 years

            Floyd Pett                                            25 years

            Maxine Gamela                                    25 years

            Leo McCoy                                         29 years

Retiring Planning Board Member Pete Allard was honored for serving on the board from 1985-2006.  He was first appointed to the ZBA in 1980.

 

Meeting was adjourned at 10:05 pm.
