Mayor Maciol called the regular meeting to order at 7PM followed by the pledge to the flag and roll call.
Present: Mayor Maciol, Trustee Baryla-White, Trustee Bialek, Trustee Jarosz, and Trustee Semeniak
Excused: Police Chief Frankland, Codes Officer Neary, and Fire Chief Glenn

Resolution 16-2008 - Trustee Semeniak made a motion seconded by Trustee Bialek to accept the bid of $2,010.00 from Andrew Duchnycz for the 2001 Chevy Impala as is.

Resolution 17-2008 - Trustee Semeniak made a motion seconded by Trustee Bialek to accept the bid of $2,650.00 from Frank Cotrupe for the 2004 Chevy Impala as is.
Kevin Barry Jr. - Whitestown Councilman, just stopping by to introduce himself and let us know he is available if we need him. Trustee Bialek asked about the fire study. He stated that they are working to see what they can do to get things moving.
Mr. Collins - Clinton Street, questioned the West Drive situation. He was under the impression that the majority of the people wanted it changed from one way to two way, and sees that it has not been changed. Mayor Maciol explained that it was a board vote and that the board voted 3-2 against the change.
Trustee Semeniak made a motion seconded by Trustee White to accept Abstract #10: General vouchers A555-A605 in the amount of $ 97,037.76 and Library vouchers L088-L094 in the amount of $ 4,028.05 for a total of $ 101,065.81.
Trustee Semeniak made a motion seconded by Trustee Jarosz to accept the January Treasurer's report as presented. January check numbers: payroll 6790-6853, general 11465-11534.
Trustee Semeniak made a motion seconded by Trustee Bialek to accept the minutes of the February 12th meeting as presented.
Recreation - Trustee White submitted her April newsletter article. Mayor and Trustees thanked her for her work over the past eight years with the parks and everything else.
Police - Mayor reviewed the Chiefs report which is on file in the Clerk's office. Trustee Semeniak made a motion seconded by Trustee White to approve the written Police report.
Highway - Joe gave his report which is on file in the Clerk's office. Mayor and Trustees thanked the Highway Department for coming out for the past storms of rain, snow and ice. The DEC reports are done for the emergency response plan regarding the Main Street and Henderson Street problems.
Trustee Jarosz would like to upgrade the highway mower. Resolution 18-2008 -Trustee Jarosz made a motion seconded by Trustee Bialek to upgrade the present mower per specs; no state bid contracts are available. Bids to be back to the Clerk by 3 PM on May 13th, and to be opened at 7 PM.
Trustee White made a motion seconded by Trustee Semeniak to accept the Highway report.
Fire Department - Trustee Bialek stated we are just waiting on the Town of Whitestown contract. He will follow up with the Town of New Hartford for their written contract.
Trustee Bialek would like to the minutes to reflect our appreciation to the Fire Department for their help with the past storm.
Code Enforcement - Trustee Jarosz made a motion seconded by Trustee White to approve the written Codes report which is on file in the Clerk's office.
Engineer - Al reported on the Sanitary Sewer Rehab Project in which the crew is back to finish their sealing work. It is estimated they will need about a week to complete it.
Oneida County's sewer flow monitoring program began in late February. They are monitoring the three points where the Village connects to the OCSD Interceptor system.
Safe Route to School Sidewalk Repair/Replacement Grant - working with the grant writer to complete this grant application.
With this past storm, the storm sewers repairs on Sauquoit Street, and by Fountainhead all looked good.
Mayor and Trustees thanked Al for coming out during this past storm.
Attorney - nothing to report
Fire Department Request - Trustee Bialek made a motion seconded by Trustee White to allow the Red Knights Fire Fighters to use the fire department meeting hall March 20th
Fire Department New Members - Resolution 19-2008 - Trustee Bialek made a motion seconded by Trustee White to accept the following permanent and probationary members to the Fire Department:
Brain Revere, Mark Gesaroni, and Joseph Zwijacz as active members. Jeffrey Mroz, Thomas Dwyer, Brad Hawver, Mark Robinson, Robert Robertson III, and Jay Sorrentino as probationary members.
Grievance Results - John Meagher presented the board with the results from Grievance Night in which he suggests no changes.
We have hired an attorney to look into the financials of Burrstone Associates.
Resolution 20-2008 - Trustee Semeniak made a motion seconded by Trustee White to accept the recommendations of Assessor John Meagher of no changes.

Hazardous Mitigation Plan - Resolution 21-2008 - Trustee Semeniak made a motion seconded by Trustee Jarosz to adopt the Oneida County Hazardous Mitigation Plan Resolution.
Board Room Use - Trustee White made a motion seconded by Trustee Semeniak to allow Michele Moran to use the board room Saturday March 29th from 10:30 am to 1:30 pm.
Oneida County Sewer District - the sewer flow monitoring has started and the inspectors are out. They are checking Burrstone to Main, behind AT & T, and Joe Tehans area. There is a meter monitoring flows every 15 minutes.
Municipal Building Air Conditioning - waiting to hear from them.
Police Consolidation Study - Congressman Arcuri's Office has the report, but has not released it yet.
Bell - Firehouse - Trustee Jarosz looking into the situation and stated we need to address it in the spring. The bell will need to be taken down in order for the pillars to be repaired.
Alarm System - Mayor provided everyone with a copy that someone uses now. Trustee Jarosz asked if these municipalities follow through and collect the fines. Mayor will look into.

Trustee Semeniak made a motion seconded by Trustee Bialek to adjourn the meeting at 7:50 PM and enter into executive session to discuss labor negotiations.
Mayor Maciol adjourned the meeting at 7:50 PM.
