Mayor Maciol called the Annual Organizational Meeting to order at 7:30 PM following the pledge to the flag, a moment of silence for the injured and those that were killed in the earthquake in Italy, and roll call.
Present: Mayor Maciol, Trustee Bialek, Trustee Jarosz, Trustee McCoy, and Trustee Semeniak
Mayor Maciol announced that NYRI officially pulled their application today.
Resolution 33-2009 - Trustee Semeniak made a motion seconded by Trustee McCoy to approve the attached appointments by the Mayor. (see attached)
Mayor Maciol made the following appointments:
Deputy Mayor - John Semeniak
Police Commissioner - Robert Maciol
Fire Commissioner - John Bialek
Parks & Recreation Commissioner - Ken McCoy
Highway Commissioner - Ken Jarosz
Resolution 34-2009 - Trustee Jarosz made a motion seconded by Trustee Semeniak to designate the second Tuesday of each month for the official monthly meeting night.
Resolution 35-2009 - Trustee Semeniak made a motion seconded by Trustee Bialek to designate Utica Observer Dispatch as our Official Newspaper.
Resolution 36-2009 - Trustee Bialek made a motion seconded by Trustee McCoy to designate Citizens Bank, NBT Bank and Bank of America as the Village banking institutions.
Resolution 37-2009 - Trustee Bialek made a motion seconded by Trustee McCoy to designate the mileage rate at the IRS rate of .55 per mile.
The following policies were reviewed: Procurement Policy, Investment Policy, Village Bonding, and the Phase II Storm Water Update - MS4. Resolution 38-2009 - Trustee Semeniak made a motion seconded by Trustee Bialek to recommend setting up a meeting to update the Procurement Policy.
NYRI - Mayor announced that Mohawk Valley EDGE will be holding a press conference to officially announce the NYRI withdrawal, Tuesday at 1:30 if anyone can attend.
Town of Whitestown Fire Contract - Trustee Bialek attended a meeting on March 31st regarding the Town of Whitestown Fire Contract. The Town would like to look into the following:
•1) Review mapping coverage of the district area - implement software to do this;
•2) Explore the possibility of putting paid EMT's on a rescue vehicle from 7am to 4 pm and have them revolving in the district;
•3) Having the individual departments form a district - each village fire department would become one fire district to protect the Town. It would have an elected board consisting of five people per each village (New York Mills, Yorkville, Oriskany and Whitesboro) along with five elected people from the town to make a board of 20 people.
Trustee Bialek will keep everyone updated.
2009 Federal Stimulus Project - Village Engineer Al Swierczek reviewed the Federal Stimulus Projects Plan Preparation that he has been working on for the "Shovel Ready" project. The stimulus project is approximately 3.4 million. Al discussed what it will take for us to be shovel ready. He would like the board to think it over for the April 14th meeting.
Library - Trustee Jarosz said the Police have been conducting random walk-through at the Library. He will attend tomorrows Library Board meeting to discuss the information with them.
With no further business Trustee Semeniak made a motion seconded by Trustee Jarosz to adjourn the Annual Organizational meeting.
Mayor Maciol adjourned the meeting at 9:05 PM.
